SV: Framework Page Editor categories are not translated

Symptom
The category titles in the Framework Page Configuration tool (System Administration -> Portal Display -> Framework Page Configuration) are not translated. Only English is available.

Reason and Prerequisites
The meta attribute “configcategory” of the Framework Page components cannot be translated with the current implementation.
