UWL service user ‘uwl_service’ is not available or cannot be created, or the service user does not has the required authorization to perform.

Reason and Prerequisites
UWL has an automated process to create uwl service user in the backend system with the required authorization to support the delta pull mechanism. However, when Central User Administration (CUA) is used, it is not allowed to create user in the individual system anymore. Administrator may need to manually maintain the service user in the centralized system.
This note explains the authorization required for different releases.
Solution
For SP07 and below, see note 873932:
A powerful user role will be required to support the authorization needed to do rfc connection and execute function modules, such as a developer role.
For SP08 and above:
Assign these roles to the service user: SAP_BC_UWL_SERVICE, SAP_BC_UWL_END_USER, SAP_BC_BMT_WFM_UWL_END_USER
